Regarding the second question, iCloud is primarily a method to sync data between devices. It was not designed to be used as a cloud-only storage location.

And while we are at this why is it when an item is removed from iCloud that it is removed from the computer?
That's what is supposed to happen. iCloud is there to keep everything the same everywhere.
