Settings lists 1329 songs, but itunes only downloaded only lists 279

My i phone 6 plus (9.2.1) seems to be downloading every song I play from iTunes match, but it will only access the songs formally downloaded. Why the disconnect? Why are the songs I play being downloaded and apparently stored on my hard drive if I can't access them? Under settings, my phone lists 1329 songs on the hard drive. i tunes downloaded only only sees approximately 279 of them
