Help transferring Photos from old iPhone to new iPhone

HI all... Please help before I go crazy!!!

My wife had a 64GB iPhone with 21GB of Photos & videos on it. She now has a new 16GB iPhone, obviously she can't transfer all of her photos onto the new handset due to the lack of storage space.

so what is the best option so she has access to all these photos via the 16GB handset? Should she buy the 50GB iCloud Upgrade and if she should then how would she transfer the photos?

Purchase the extra storage if you haven't already and enable settings > photos & camera > iCloud photo library on the old 64GB phone and let the photos upload to the cloud. Then enable iCloud photo library on the new phone, but also check the 'Optimise' option also.
