Javascript Scam - teenxxx.28.com

How do I remove this javascript from Safari? It has disabled Safari and wants me to call 1-855-367--8251 of which is in a foreign country bcz India picks up the phone.

Quit and then restart Safari with the shift key pressed, if it's the usual looping Javascript dialog box.

What you're seeing is a bit of looping Javascript. The shift key avoids the default Safari behavior of reloading tabs on launch. When the tab is reloaded, the script loops and you're back in the mess. With the shift key held down on launch, the tabs don't automatically reload, which means the Javascript loop doesn't start, etc...
