Bluetooth headphones not pairing!

I have bluetooth headphones that i purchased for our apple tv 4. (admittedly they are cheap) The headphones are easily paired with my macbook, iphone 6, and samsung note 5. They work great with all these devices! When i attempt to pair them with the apple tv the headphones can't be found by the apple bluetooth search. Ive put the headphones quite literally on top of the apple tv unit and still they can not be found. Are the headphones using an outdated bluetooth software? Has anyone else had this problem? Im completely out of ideas!
