I believe the issue you are having is with the iTunes software rather than the iPhone. Take a look at the instructions below for uninstalling and reinstallling iTunes on your Windows computer. Although this will affect the iTunes application and not your iTunes Library, it's always a good idea to back up your computer before making any changes to it.
Back up your iTunes library by copying it to an external drive
Remove and reinstall iTunes and related software components for Windows 7 and later
