Sync problems with device and PC

According to instructions I connected my phone to my PC and connected to iTunes Store.

I do not see the phone icon. I now wonder if my new iPhone is not authorized, even though all my info was transferred from my previous iPhone.

I can't even see the list of authorized devices. WTH is Apple up to? This used to be easy.
