How can I listen to a voice memo in background while using other apps

one way of doing this would be, which works for me and im using ios 9.3.3:

1- open the voice memo

2- press the lock button

3- swipe up to access the control panel

4- click on either the clock or calculator

5- press the home button

6- now unlock your phone as normal

now you can access other apps while the voice memo remains being played

note that when you open certain apps like camera, then the memo will pause

Apparently Apple figured out how to take this away because I have 10.2 and this doesn't work. I don't know why it isn't integrated with iTunes. That's where voice memos go on the computer.
