It says at the app store that this upgrade of El Captain is free. Why does it ask for billing information if the upgrade is free?

It merely asks for current billing information to be updated or filled in. You will not be charged for "free" updates or downloads. The terminology Apple uses is a bit confusing - best way to think about it is as a "purchase" for $0.00 price. Bottom line, if its free, you will not be charged anything.
