Is there a way to use Airdrop "contacts only" without cell or WIFI available?

I am with a group that uses iPads out of cell and WIFI ranges. Is there any way to use "contacts only" with Airdrop in this situation? There is a concern that when passing information back and forth someone could rename their iPad to be the same as one of ours with the result that private information might be shared inappropriately. My understanding is that iCloud (and thus Internet) access is required in order to use "contacts only"... but I'm hoping there might be a way around this.
