My iPhone was stolen and I have its imei

MY iphone was stole in 31/1/2016 ... In turkey ... The police found my bag and the important papers .... But the thief take the iphone and the money ... I gave the police imei .... And when I go to (find my iPhone) my iPhone isn't connect to the devices ... I wrote From my iPad .... When I tried to activate my iphone By imei ... A message told me that the activation is off ... And my iPhone is used by another user ... I want to locate my iPhone ... And found it before I go home ... I' m here in turkey to spend a holiday .....
