I am downloading an app and the loading is going back and forth instead of just forward

I Am downloading an app and the loading circle is glitching back as its making progress and at the start on my home screen the app was constantly switching between waiting and loading. Anyone know why?

iPhone 6s Plus, iOS 9.2.1
