I am trying to send messages to another iPhone user, but they are not getting through and I am not getting a "Delivered" message or "Read" message. With all other contacts using iPhones- no problem

If you can imessage other people in your contacts except for this particular person, then the issue is with their imessage/phone and not yours.
Sending iMessage is not getting through to one other iPhone user
