iPhone will not backup to iCloud no matter what I do

So, two weeks ago I started to recieve this error message from iCloud saying a backup was not possible, due to lack of space.

I went to iCloud settings on the phone and saw there was 2GB free, so I couldn't get why the backup wouldn't work. I tried manually backing up, and it never works, but it doesn't say why. The backup will simply not complete. Tried several times.

From the Device Screen, it says the backup size is 1GB.

Then I toggled the backup of photos OFF to free some space and now I have 3.6GB free. It still won't backup. Not automatically (while plugged) and not manually.

It's been two weeks since the last backup. I don't know what to do. Any ideas?
