Facetime can't work on my Iphone 6

I bought my i phone 6 in U.A.E last year and now live in Iran and can't log-in to my Face time and i message.
Can you help me to fix this problem please??

Sorry you purchased a phone where facetime has been banned by the government.
There is no way for you to use or install Facetime.
Get help if you can't make or receive FaceTime calls - Apple Support
