The alt functions

The alt functions to control sound and the dashboard are no longer working. I have tried rechecking the "Usa Alt keys blah blah" in preferences again, and have rebooted. Has anyone else had this issue?

Mac mini, OS X El Capitan (10.11.3), wired keyboard
