iCloud Backup Default Settings

Every so often I have to go into iCloud backup and manage my backup settings as I am getting close to my 5GB allotment. Anytime my phone restarts or updates, my previously adjusted settings are removed and set back to the default of attempting to backup everything on my phone. How do I prevent the default backup settings from adjusting my personalized settings? I do not need iCloud to backup my photos.
