Hi everyone,
Just made a clear 9.3 beta 3 install to my 6s (9.3 beta 2 previously was there), recovered from iCloud backup and now I get "This action could not be completed" when I try to login to my iCloud.
iOS asks me to enter iCloud details, and then boom. this error.
Can you please tell me how can I fix this?

I Am having the same issue restoring from my iCloud backup on ios 9.3 beta. Sent info to the beta feedback. Awaiting a response.
I am having this problem too since i have restored my phone... i could join my icloud to restore my backup but after that this verifivation fail became to happen. 😟

Unfortunately the only way to "solve" that error was to backup my apps on itunes and downgrade my ios to 9.2.1 😟 And I will wait for the final 9.3.

YEs!!!!! Restore 9.2.1 is fix the problem.

yes, but you can't restore your backup from 9.3 beta to 9.2.1
I guess this is why they wanted us to keep an itunes backup before installing the update. Oopsie...
I have just killed the restore. Hopefully they will resolve this issue, but in the meantime, i needed to use my phone.
If you are running the 9.3 beta, you cannot downgrade to 9.2 and use your 9.3 backup to restore. This is not possible.
Hopefully someone will find a work around or a resolution to this issue.
Same issue here. Trying to move from iPhone 6 to brand new 6S. Pre-loaded 9.3 on the new 6S, reset all contents/settings, restored from iCloud backup of 9.3.
Cannot log in to iCloud! This action could not be completed!

Start itunes as administrator. Worked like a charm for me!
