How do you make a title arch over subject?

You cannot do the following entirely in any version of Pages because text on a path is unsupported. The “Subject” is News Gothic in a Pages text box. The text arc was done in HTML5 Canvas with Javascript, then saved as a .png graphic, which was dragged/dropped in Pages v5.6.1. The normal means to create text on a path (arc) is via a non-Apple graphics application.
