Why is iCloud storing documents on my hard drive?

My Users/userName/Library/Mobile Documents/ is storing 13 GB worth of documents that i can see are in my iCloud Drive, so why is this on my computer taking up space?


I assume these files would be in iCloud as part of my storage plan which i am paying for, and represented as some sort of an alias in my finder.

MacBook Pro with Retina display, OS X El Capitan (10.11.2)

iCloud keeps a copy of the files in the iCloud drive on your computer, that way yo can access and work on them when you are not connected to the internet.
