I do not understand the difference between "windows" and "tabs" in the Safari sense. Here the example (see attached photo), I tried clicking with and without the options and command button and it seems to make no difference. I see links opening in tabs all of the time but I can't figure out how or what it means to open in another window? Is that another instance of Safari? Thanks in advance.
It means that they open in a new window -- similar to if you have Safari open with a couple of tabs and then click File menu > New Window. You would then have 2 Safari windows, one with the original 2 tabs and a second window with one tab. You can move between the 2 windows via the Safari menu item "Window"

There is only one instance of Safari whether using Windows or tabs.

Can the windows be viewed side-by-side like a split screen?
Certainly.
Sorry but I don't see how to do it. I spawned a few windows and see them when I go to Windows on the menu bar. So how do I put ones I want in split screen mode. Sorry for being so slow.
If you are running Mac OS X 10.11 (El Capitan):
Okay, I click and hold the green button and Safari goes into split screen mode. Where do click on the other Safari window that you refer to. Thanks again and I do appreciate your patience with an old Mac user. Not old with use. New to use just retired from IT and Windows.
Assuming that you already have 2 or more Safari windows open... The 2nd Safari window will appear on the right side. It will be in a reduced size but when you click on it, it will fill the right hand side of your screen.
