I recently was on Google ,and I clicked on a link that went to tumblr. As soon as I clicked on it , it said a virus was in my phone and that I needed to contact a number to get rid of it. But I can't call the number because my phone is off.

There is no virus.
Ignore it.
I have been ignoring it , but I was on Google earlier, I was looking up something, while I was waiting on the page to load , a red message/banner on the left of my phone would pop up saying that I should fix virus . But it popped up 4 or 5 times while I was looking up stuff on google .
Clear your history.
Did you follow the instructions in the link I posted for clearing Safari, history and cache?
