Not receiving text forwarding code

I am not receiving a text forwarding code to any of my devices. I tried to get it to work by signing out of iMessage on all my devices and then setting iMessage again but no matter what I am not receiving the text forwarding code.

iPhone 6s, iOS 9.2.1, Ipad Pro and Macbook 10.11.3
