If my iPhone 5 running IOS 9 is locked and I receive an iMessage it doesn't show on the Lock Screen.
I have toggled all of the Messages notification settings on and off.
Any help would be so appreciated!

Settings->Notifications->Messages
there set what you want to see.
I have tried all of these settings including "Show on Lock Screen".
They still don't show.
did you already do a "forced restart"?
Press and hold both the Power button and the Home button, keep holding, when you see the white apple logo you can let go of both; then let it restart.

It sounds like a software bug IMO. I would backup the device on iCloud or iTunes and restore the device (From iTunes not from the settings) and see if that works. I've seen this MANY of times and this fixes the issue.

I came on stream very slowly this morning.
I tried to simulate this behaviour on my iPhone 5 iOS 9.2.1 no luck.
Check Settings->DoNotDisturb: Manual and Scheduled: both off?

I've had the same problem for a couple of months now. Tried to tweak the settings and restarting, nothing changed. I've installed the latest iOS 9.3 but without success. I don't want to do a full restore 😟
