iOS 9.2.1 Voiceover and Bluetooth keyboard

In iOS 9.2.1 voiceover with a Bluetooth keyboard when pressing delete the character deleted prior to the currently deleted character is spoken. This has changed in this update and make the keyboard unusable. This has changed, is this a known bug and will it be fixed?

If I had typed "hello" and began deleting, it would announce nothing after I deleted the "o", then it would announce "o" after I deleted the "l".
