Game center not working on Ipad

I Have a similar problem, but none of the above will work because

can't access the Game Center app

cant access Game Center in settings

the only time Game Center shows up is in certain games where it asks me to log in, so I do, then it loads for 5 minutes then drops out

i have had this problem from mid 2015 and none of the recent updates have helped
