health app is coming up with a blank white screen and I have turned off phone an on as suggested in forum but no luck.

I understand the Health application displays a blank white screen. I see you have gone through a restart of you device, but could you make sure you have forced the Health application to close? Try another restart after forcing the application to close and then test.
