I lost my Keyboard shortcuts after update to El Capitain

Hello.
I really disappointed.

After I do the update on my macbook and I lost some of my keyboard shortcuts, and synchronization did not happen between my devices.

I have icloud at all.

- The Contacts are right

- The Notes and reminders are right.

I never had problems with the keyboard shortcuts but at this moment have different shortcuts on all devices.

I've rebooted the iCloud account on all of them, and the problem continues.

I had about 40 shortcuts before updating

Macbook: El Capitain

iPad - iOS 9.2.1

iPhone - iOS 9.2.1
