iPhone 5c - Storage/download issue - OS 9.2.1

It shows 0 bytes available out of 5GB after the update.

The "Cloud" storage shows 5GB/5GB available...

No matter what I delete it still says 0 bytes on the phone's storage.

I Try to: download apps, update apps, but it says storage almost full.

also in the App Store where the button is to download or buy,

it shows next to some apps: "Get" or "Buy" while by others it shows

the "Cloud" icon. When I press the Cloud button it spins for a Second

then does nothing. If I press The one that says "Get" it goes to download

and the app goes to my home screen like it would, but its blank and loading.

Then it says storage full. - Can anyone help fix this issue?

PLEASE HELP! ( yes I've rebooted)... Several times

I've Done:

Reboot

Delete apps

Turn WiFi on/off

Go through settings

Searched online

Check for Updates

Try use cloud

Change storage

ect.

I Don't wanna "Factory Reset" if I don't have to, but I will... Thank you for the help!
