I can't change my Apple ID

I tried to change my apple ID but they say that I can't cuz the new email that I choose is another apple id, but I changed the second one to another email so it can be available, and I still can't use the email to change the actual cuz it still says that its been used by another apple ID, I tried to check and it doesn't exist.

what can I do?
