Since the last update to 9.2.1 my iPhone 5C cannot find the network. Constantly "searching". Took it to the local repair shop And he told me the imei is missing and only Apple can help. Any ideas, thanks.

A missing IMEI is a fatal error that can not be fixed. It is usually a result of attempting to jailbreak or hack the phone to illegally unlock it, though not exclusively.
Where, exactly, did you get the phone? Was it jailbroken? Was it ever "unlocked" by anyone other than the carrier it was originally locked to?

I bought the phone brand new, direct from Apple. It was unlocked when purchased.
it was actually my 14 year old daughters phone. She's promised she hasn't tried to jailbreak it or hack it. She says it went wrong after the last update.

Then take it back to Apple. Assuming, that is, that the 'local repair shop' you took it to did not physically open the phone. If they did so, Apple won't touch it, now.
If they did not, you should be able to get it replaced.
I'd be very dubious of accepting the diagnosis you got from the 'local repair shop'. A missing IMEI is a very uncommon occurrence.
