i have an iPad2 version 9.2.1 starting the music app only the apple logo appears and nothing happens...
i did a reboot, Nothing changed.
so the music app is a default/standard app, it can't be deleted neither reloaded.
There is a glitch in the Apple Music App.
Go to the Settings app and scroll down to the Music Settings Panel. Tap the Music panel and in the right hand window the first setting is Show Apple Music.
Turn this on, then go back to the Music App to see if it presents you with two options below the Apple Music title.
Tap the one that says
No Thanks, Take Me To My Music.
A note,
This option may not appear if you do not have music already loaded into the Music App previously or by syncing your iTunes Music library through iTunes on a computer to your iPad.
