I have upload files from my PC to the iCloud Drive but can't see them on my iPhone or iPad only in the folder on my PC. What am I doing wrong? I would like to assess the files when I'm on the road.

Are they at iCloud.com? If not, computer sync. If they are there, device sync.
Try Settings/iCloud and slide off syncing. Wait a few minutes and then resync.
Try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing.
Have you tried signing out of iCloud and then sign back in?
