ipad wont to WiFi - I Cant restore because no WiFi for iCloud

My Ipad Pro suddenyl wont connect to any wifi anymore. It seems to get stuck and the little circle keeps spinning but the connections doesnt finish. It sees the networks and I dont get a login error....

I reset the network settings

I have tried multiple different routers and locations.

I updated the OS

I hard reset

I was going to reset to factory and restore from backup but I must turn off "find my ipad" to do so before iTunes will Restore. Trouble is iCloud on iPad requires internet to authenticate my iCloud id so I cant do this without WiFi.

Thoughts?
