Q: i can't connect to itunes

hi I can't connect to itunes every time i connect my ipod to my laptop something pops up on my ipod that says itunes woul like to access you photos and videos and to either allow it to do so or not allow it so i tap on allow but then nothing happens it doesn't show up on my computer or nothing please help

iPod touch, iOS 9.2.1, my ipod if a 5th gen

First:
iTunes: Fix iPhone or iPod Not Detected in Windows 10
next try
iPhone, iPad, or iPod not recognized in iTunes for Windows
- I would start with
Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP
or
Remove and reinstall iTunes and related software components for Windows 7 and later
- New cable and different USB port
