deleting photo stream photos from one device but not another

Trying to figure out something for my mom -- a feature I don't really use, so am unfamiliar with.

She has an ipad, a mac laptop, and an iPhone.

She has enabled the photo stream feature, because she likes being able to access photos she takes on her iPhone from her ipad and vice versa.

The problem, is that she does not have enough storage space for this on either her iPhone or iPad. So is constantly getting messages that she does not have enough storage space, etc. But, if she deletes photos from one device for example her phone, they will be deleted from all the devices, correct? Including her laptop?

Is there a way to have the photos automatically transfer to the other devices, but then delete them on her ipad/iPhone without also losing them on her laptop?

Does any of that even make sense? Thanks in advance for any tips.

I suspect there is not...
