Why can I not gain access to Game Center

I Just noticed recently that I couldn't get into Game Center. When I try to access it on on 5S the screen just stays white. Even when I try to access it from settings it stays frozen in its spot until I swipe it up. Is this a bug from after the last update 9.2.1? Please help. Thank you.
