I cannot contact the Mac App Store.
The Mac App Store button does not work. I click on it and nothing happens, not under the apple or on the El Capitan download page.

Restart your Mac into Safe Mode and try using the Mac App Store.
Press and hold the Shift key as soon as you hear the startup sound. it taes longer to start because the Mac is doing a self check and making any necessary repairs.
