keep getting stuck upgrading iOS on iPad mini

Hi! My ipad keeps stalling halfway through upgrading to latest operating system. Screen is white with black apple and progress bar keeps stopping before finishing. Have tried resetting, but always come back to same place after "swipe to upgrade" Also can't go through iTunes because I can't prompt my iPad to allow my computer to access it as " swipe to upgrade" is my only option. Thanks for any advice!
