i do everything for fixed the 3004 but cant to solve that what can i do?

when i want to update my ios from 9.2 to 9.2.1 this problem is happening and my iphone went to recovery mode and i cant get out and after that i have to restore that but 3004 error dont let me do that also i do everything says in this link :If you see Error 3194, Error 17, or 'This device isn't eligible for the requested build' in iTunes - Apple Support

( i do restore with 2 another pc but see 3004 again)
