I cannot join or split videos (mp4). Using El Capitan OX and Quick Time player 10.4(854)

I cannot joint or split videos (mp4). Using El Capitan OX and Quick Time player 10.4(854). I was able to do it two weeks ago. Nothing has change on my end (that I am aware of).
