I am attempting to submit a podcast, the URL is: http://dev.hbcga.org/feed/podcast. iTunes says it can't download episodes from your feed...

The second URL you quote is not a feed but the webpage for your blog. The first URL appears to be a properly constructed feed.
However the URL of your top episode's media file is
http://dev.hbcga.org/podcast-download/394/the-preparation-of-the-heart-in-a-chil d.mp3
This redirects to a Dropbox page which then produces a 'File not found' error. In any case Dropbox probably isn't a suitable place to host media files, but at the moment there is no file anyway.
