Unable to open webpage from iOS device with "Show All Tabs"

Trying to open a webpage on my Mac that is currently open on my iPhone.

I am able to open webpage from Mac on iPhone, but not the other way around.

On my Mac, I use "Show All Tabs" and see the pages open on my phone at the bottom, but they are not "clickable". I can, however, click the X and close them... just can't open them. Any thoughts?

Safari is enabled in iCloud on iOS and Mac
