Macbook Pro 2011 Hard Plastic Over Chips

I have a Macbook pro 2011 13 inch, I have just recently bought it off eBay and I am searching around for a reason why it wont turn on and found hard plastic/ dried super glue thing over some of the logic board chips. Just wondering should it be there also if so, good way to get it off. Also there are about 4 different ones
