incorrect apple id cannot be used to unlock this iphone

i blocked my phone due to fact i forgot my password i done the rest (holding on/off button an hold button) i waited for it to come it for me to connect to itunes ive done that an reset my phone i started the set up but now keep getting a message sayin my apple id cannot be used to unlock phone so cant activate my iphone, ive signed into i cloud on my comp and changed me password but still not working please help
