I recently purchased what was claimed to be a new, still in box 5s.
The phone is in immaculate condition, however, I looked at the battery charge cycle, and after just 3 days of use, it says it has been through 98 cycles and that the true capacity is 1500/1550.
Is this normal for a new iPhone? Or should it be lower?

A new phone wouldn't have 98 charge cycles.
Did you buy it off eBay? I've seen lots of people be sold iPhones as "new" when they are in fact refurbished.
Yeah, from eBay. I just wanted to know 98 wasn't normal, so I can email them saying this, because I want what I paid for. Cheers
This happens a lot! On the outside they look absolutely perfect, but once they are opened up it's another story.
What will be even worse would be if later, you find out this (used) iPhone is Activation Locked.
Find My iPhone Activation Lock - Apple Support
I suggest you immediately go to http://www.icloud.com/activationlock and check the iPhone to see if it might be locked. If it is, get a refund right away.
For the record, neither eBay nor any seller on eBay are Apple authorized resllers. So nobody on eBay has any means at all of buying truly new OEM Apple iPhones. Only Apple authorized resellers have access to procuring true, brand new iPhones from Apple.
