Locked phone

I bought an iPhone 4s through vodafone portugal with a 2 year binding period. Said binding period is over and my iPhone is still locked to other telecom networks. I've gone to vodafone and the price they charge to unlock the phone is ridiculous. Is there anything apple can do to unlock it?
