'Open Recent' list not populating in Numbers or Pages

After a recent Time Machine backup, my 'open recent' lists in Numbers and Pages aren't populating. It just says 'Clear Menu.' I went to System Preferences (General), and found that the 'recent items' number was set to 'None.' I changed it - multiple times - and each time it reverts, after re-starting both programs and the computer.
