iTunes Match not loading all music that is loaded on iCloud Music Library

Why is iTunes Match not loading all iTunes Library music onto iOS devices - iphone 6 and ipad air 2; both running iOS 9.2.1. . On each iOS device, the iCloud Music Library is 'On". The missing music is listed on the iCloud Music Library listing.
