Does mail have auto respond feature?

Sort of. But you have to enable it online at your iCloud.com Mail webpage. Go to your iCloud.com account, click on Mail and in the lower right hand corner click on the gear icon and select Rules:

In the next window select Vacation and enter the message you want to send to all incoming emails.

I've not found a way to use this for specific senders. It's all or nothing.
